Context
Currently Steppe Wolves spawn in packs of 3 or 4, but these packs spawn so commonly, especially in plains and some forests, that I've frequently had to fight 6-8 wolves at a time and had to do so again only a few seconds later. This is especially common when moving quickly on horseback or wearing Wild Dog boots. Unrealistically there are more wolves on newly generated portions of the map than there are sheep, cows and pigs.
That said, this is ultimately a subjective balance issue, which is partly why I didn't just make a pull request.
The other part is that I'm not familiar with exactly how spawn weights affect spawning. My intuition would be to tune the spawn rate from the current value of 6 down to 4 so that it's equal to black bears. That said I'm not sure whether weight is relative or absolute. If it's relative than decreasing steppe wolf spawn weight increases the rate of everything else potentially making bears or and all other animals relatively too common.
I appreciate any further thought/input/playtesting to find ways to make this feel like a more believable world.
