Documentation Updates

• Overhaul start-implementing to provide an updated EPAC overview and create a shared starting point for deployment, while strongly recommending users implement via the Hydration Kit
• Update start-hydration-kit documentation to latest functionality within hydration kit and aligned terminology with start-implementing
• Broke the manual configuration steps into its own docs page to create a shared starting point of start-implementing no matter the deployment approach.
• Broke some advanced multi-cloud functionality into a new advanced-configuration page which can continue to be expanded on for other advanced configuration scenarios

Updated CAF v3 Deployment

• Added "Security" Management Group to the CAF v3 Hydration Kit deployment to align with latest guidance in CAF

Cleaned up global-settings files in Starter Kit

• Updated all files to align with latest schema
• Updated "Common" global settings file with placeholder values
• Aligned all global settings files to use similar placeholder values for consistency
