Pull Request Overview
This PR synchronizes the eng/common directory with azure-sdk-tools for PR 12483, updating the TypeSpec emitter archetype pipeline template. The changes improve PR title generation to use dynamic emitter names and refine the logic for when PRs should open as drafts.
- Adds support for dynamic emitter identifiers in PR titles instead of hardcoded "TypeSpec emitter"
