fix standalone build / CI with NO_CXXEXCEPTIONS

currently broken due to https://github.com/brave-intl/challenge-bypass-ristretto-ffi/pull/32, which pulled in a dependency on the chromium base library. ideally we can find some way to perform a standalone build while exercising the same code paths (perhaps via a shim or extraction of base).
