The claim that the charter reform proposal is "untested" is barely honest in that many cities have portions of the proposal but none have **exactly** this system. The unique history and approach of Portland has gotten us this far, with the pros and (widely known) cons pointing towards a need for change. "Unique" is not a negative for Portland - Keep Portland Unique.
