Is it possible to run atlantis plan without a PR?

• Frequently I want to test my changes before making a PR. I don't want to bother others at all until I have something ready.
• Some repository hosting providers, like Bitbucket, do not allow draft PR's
• This behavior would be similar to other CI providers, like CircleCI

I'm guessing it's possible, or at least there's a issue already open asking for this, but I wasn't able to find one.

I'd also like to learn about this. For example, what do I do if I want to destroy an existing environment? Should I just open some PR without any real changes (e.g adding blank lines), and then run atlantis plan -- -destroy?
