Bug 17839 - R_GetCurrentEnv() always returns the base namespace

This really should be closed. There is nothing left to do apart from confirming with a member of R Core (Luke Tierney?).

It could be that Lionel and I are wrong, or there is a valid reason why this shouldn't be done, but it should just be an answer either way.

It was added in the NEWS for R3.6.0:

• R_GetCurrentEnv() allows C code to retrieve the current environment.

This is not the case, hence there is a bug here however you look at it.

Can this be added as an issue for PLUS? Thanks.
