RAK11300

[Filamentis]

I am waiting on my rak11300 to be delivered. I was able to find an outdated micropython file from 3 years ago. so I forked and added pin definitions and had google jules check it out. I have not compiled or tested but hoping others are looking for and willing to test on a rak11300.
