@echlebek The section that should reflect the current state is the "Desired behavior" section. The $FOO syntax was indeed deprecated (since accidental uses of it such as in passwords/keys caused issues for some users)

The env vars rfc is out of date. (https://github.com/open-telemetry/opentelemetry-collector/blob/main/docs/rfcs/env-vars.md#current-behavior)
In https://github.com/open-telemetry/opentelemetry-collector/blob/main/CHANGELOG.md#v1110v01040, the syntax for environment variables was changed, but the documentation was seemingly not updated to reflect that. I did look for an issue regarding it but didn't find one.
