https://github.com/open-telemetry/opentelemetry-sqlcommenter was imported from https://github.com/google/sqlcommenter as part of #783, but was subsequently abandoned without any additional work being done in the repo.

Meanwhile https://github.com/google/sqlcommenter has continued to move forward.

I'd like to propose that we archive https://github.com/open-telemetry/opentelemetry-sqlcommenter.

Update: we will discuss moving parts of this to the OTel spec (or just abandoning it) prior to archiving the repository
