Maintainers should definitely get the final say on any stale policy in their repo.

But it might be helpful to maintainers if we provided a "default" guidance (and github actions) that they can normalize against if they choose.

Not sure what area label to apply to this, we were talkign about using repo maintenance but it's unclear if it applies here

I agree. If anything, having a default guideline is something maintainers can point to in case of any concerns (i.e. they're not "alone"). This can be recommendation that certain SIGs don't use for one reason or another, but it does give some support.
