[All games] Enable actions that are normally blocked when voice lines are playing

It would be kind of cool to do runs with daxter saying dive for the orbs etc, its faster to turn off hints/voice volume, but it kind of makes the game feel empty and less immersive

Since posting this has been implemented for Jak 2, Jak 1 it still loses time and would be cool to find some uninvasive way to allow this option.
