feature request: handle circular dependencies

I have reggi/packages repo and two eslint-plugins that use each other as their `devDependencies` 😿

Error: release-please failed: found cycle in dependency graph: eslint-plugin-treekeeper -> eslint-plugin-node-specifier -> eslint-plugin-treekeeper
```

Is there any workaround for this?
