Closing keywords do not work with URLs #27549

Description

#8866 introduced the ability to reference a issue on a pull request that should be closed when the pull request is merged. That can for example be used by adding Closes #1 to the pull request body. But I would expect the same behavior when I link the issue by its URL instead of the hashtag, so for example Closes https://try.gitea.io/maltejur/test/issues/1. Both methods of writing the reference to the issue will be rendered the same, so I would also expect the closing keywords to behave the same here.
