would you mind expanding on the scope of the request (CLI plugin development/SFDX projects/other)?

I believe the whole ecosystem should use the same set of tools to achieve a better DX. However, since there are multiple places where this change would have to happen, this is the order I propose

1. sfdx projects
2. sfdx plugins

While scaffolding sfdx projects, the CLI could ask developers if they want to start using "biome (beta)" instead of prettier/eslint. For those projects that start using biome, sfdx would collect telemetry data to verify if errors started to happen.
