Add waivers in plugin policy to create exemptions on certain apps.
🎤 Pitch / Usecases
Currently if we want to mandate a plugin on all apps except a few, there is no way to exempt those apps. And we have to select all the apps required manually in the plugin policy which gets difficult to manage as every time we create a new application, we have to add them to plugin policy. So I request you to add waivers in plugin policy to create exemptions on certain apps
