jules-shared being extended to the UM repository

I have started working on a UM ticket (https://code.metoffice.gov.uk/trac/um/ticket/7391) to extend the use of jules-shared to the UM. The first step will be to implement what has already been done in JULES standalone with no other metadata changes. The home of jules-shared will be the JULES repository and as such whatever is in the JULES repository will be assumed to be correct. Please ensure that the metadata that you wish to keep is in the JULES repository. There will necessarily be some functional differences and these differences can reside in the um-atmos metadata in the UM repository rather than in jules-shared in the JULES repository.
