is it real that i need to download mcrcon to remote control the mc server to do server side commands?
cuz its my 1st time using nixos and used to try from pterodactyl panel.

cuz when nixos rebuild the op list is gone if i set declarative = true; and i was confused cuz i just wasted my time manually put username and UUID 🤦🏼😆. what a waste of my time 😿

Couple things:

1. Friendly reminder that issues are not for questions. Please ask questions in discussions. I have converted your issue for you.
2. Are you using services.minecraft-server, or services.minecraft-servers, note the trailing s. The latter is this repo, and notably does not have a declarative = true;
3. If you are using services.minecraft-servers, then you are able to do server side commands without RCON.
   For tmux servers (the default), make sure you are in the Minecraft group, then you can tmux -S /run/minecraft/servername.sock
   For systemd socket servers, echo some command > /run/minecraft/servername.stdin

If you are using services.minecraft-server (note no s!), then yes, the only option is to use RCON.
