Moving the 0.1.78 upstream release by a week

Dear contributors,

I would like to announce that we are moving the 0.1.78 release of the complianceascode/content one week further. That means that the stabilization will start on August 25 and the release should be done around September 5.
the main reason is delayed publication of STIG updates.
