Goal

Add the necessary changes to the pipeline to properly handle either API v1 or API v2 data.

Context

We would like to be able to use the newer data API, which tracks facilities as they start and stop reporting.

Requirements

• Be able to read data from either API.
• For API v1, add columns with default values to match the new columns added in API v2.
