eth_getStorageAt returns 0

Hello, I'm having a problem with eth_getStorageAt.

eth_getStorageAt method always returns 0x0000000000000000000000000000000000000000000000000000000000000000

Environment

• OS and version: macOs Ventura 13.3.1
• The version of the Polygon Edge: 0.6.3
• The branch that causes this issue: v0.6.3
• Locally or Cloud hosted (which provider): Local with docker

Steps to reproduce

1. deploy a smart contract

    uint256 public value;
    
    constructor() {

    }
    
    function setValue(uint256 _newValue) public {
        value = _newValue;
    }
}

2. Use the eth_getStorageAt method (with the correct contract address)

Expected behavior

• It should return:

 {

• But it returns:
