I'm also facing this issue. With the latest Salesforce updates, I'm no longer able to install the eBikes sample app in a DevHub.

Hi all, I can't reproduce the issue with a scratch org and our CI workflow is still passing.
Can you update your Salesforce CLI to the latest version and try to deploy the app on a fresh new org?

Also, if deploying to a Trailhead Playground, make sure that you follow the playground-specific setup steps 3, 4 and 5.
