daemon.info is too verbose

In my syslog I see the neighbors update every 68s. I think it's too much, I think it should check if neighbors actually changed and skip to log if they aren't. Otherwise the log is too flooded.

Edit: for example instead of writing "Updating neighbor list" in .info, you can use debug log level for this purpose. In .info you could write "Neighbor list changed" or "neighbor list updated". And obviously use .err for whatever error

These days this script checks if neighbors didn't change and, if so, skips the update and logging.
