vm poweroff does not work on Bootloader stage

vm poweroff will not work when the VM is in the Bootlader stage. But vm stop does. This is counterintuitive since poweroff is usually a hard shutdown whereas stop just sends an ACPI signal to VMs in the Running state.

Bootloader hasn't actually loaded yet if you're referring to the vm-bhyve "Locked" stage? Bootloader will load after you open the VNC connection and then poweroff works. I didn't know 'stop' worked at this stage, I just tested it and it's good we have a way to power it off without having to load the bootloader, so apparently 'stop' does more than send a ACPI signal to VM because VM isn't booted.
