Validate CiliumClusterwideNetworkPolicy in `cilium connecitivy test`

We currently don't cover CCNPs as part of cilium connectivity test.

A potential issue with testing CCNPs is that CCNPs by their nature will affect the whole cluster, therefore those connectivity tests may be potentially disruptive in production clusters. We should likely test them only behind a flag that is disabled by default.
