Enable IPv6 when installing Cilium if K8s DualStack/IPv6 is configured

If https://kubernetes.io/docs/concepts/services-networking/dual-stack/ is enabled, set --helm-set=ipv6.enabled=true when installing Cilium via cilium install.

Hello, I am interested in contributing to this issue.

My approach:
As per the documentation, the dual-stack is enabled by default for k8s clusters starting from 1.21
So if the k8s version is at least 1.21, then set --helm-set=ipv6.enabled=true

Please let me know if I can start implementing or if I am missing something in the approach
