Call to action: Call for use case submissions

Now that we have added a "Capabilities" section to the use cases doc, it would be helpful to have the owners of various use cases describe what capabilities they require in order to address these use cases. Perhaps we start by individually filing these as issues, and then identifying commonalities for targeted discussion?

I think this is still a valuable exercise. I wonder if we can use some meeting time to do this together, if folks aren't thinking about it off-meeting.
