No output for deepspeech2offline_librispeech

When I am using Windows 10 with PaddleSpeech version 1.3.0 nothing appears when I use the deepspeech2offline_librispeech model:

The documentation says you need to install paddlespeech-ctcdecoders to use the deepspeech2 model but I can't install paddlespeech-ctcdecoders via pip:

Does anyone know how I can get the deepspeech2offline_librispeech model working?
