Support BYO ACL impl in cookie middleware. #495
Description
As noted here if we were to do this it would be better to invert it such that we check against a user supplied ACL impl as that allows the user to decide which kind of prefix store they want to use rather than we imposing choices on them. I will close this PR and create an issue to follow this up later.
