How long should the "skills note" be?
Currently, the skills note text box will accept 255 characters.
Do we want to reduce this? If so, what should the maximum size be? 100 character?

What should we put in the person_role for the following technical volunteers?

'PHP Volunteer' => 'php_dev',
'HTML/CSS Volunteer' => 'html_css_dev',

Ready for testing in test2 REG but it needs testing in a test3 environment so @Vino-S will look into placing Joeseph's work in Test3 FreeCEN.
