Add signed-up date to the table listing syndicate members

To the table on the webpage for Manage Syndicates -> List Active Members, add a column for the Signed Up date. This request, together with #2820 to sort tables by double-clicking on any column, will make it easy to see the history of a syndicate in terms of its volunteers.
