County selection in Image Server for Scotland should be specific for the country

I am filing this on behalf of the Scotland Syndicate Coordinator, who reported that when prompted to choose a county for the "Scotland, Rest of" syndicate, the list of counties that comes up includes counties for England. The list here should be specific to the syndicate, showing only counties in Scotland. Here is her screenshot.
